1. WELCOME
Dr. Sugano, the president of the host association, greeted everyone present. He noted that delegates of 5 countries or regions were represented in this meeting. He extended a particular sincerity to Dr. Qin Chuan (the delegate of China) who cannot attend the meeting because of VISA application trouble.

3. ELECTION of a CHAIR and a SECRETARY of THIS MEETING
Dr. Sugano for a Chair and Dr. Kasai for a Secretary were elected.
4. ESTABLISHMENT of AFLAS
The establishment of AFLAS was approved by the positive results of a voting of the all members (5 in favour, 0 against, 0 abstention).
5. STATUTE and BY-LAWS for AFLAS
Although minor revision was needed, the Version 3 of the draft prepared by Dr. Kasai was approved by the positive results of a voting of the all members (5 in favour, 0 against, 0 abstention) and the AFLAS would now work to Version 3.
5-1. MEMBERSHIP
Dr. Natividad commented that 5 countries or regions represented here should become founding members. The all members agreed that China is also approved as founding members if China wishes to join AFLAS.
Dr. Natividad questioned the difference between membership and associate membership. The all members agreed that this issue is subjected in future because presently there is no associate member. Dr. Tamaoki commented that AFLAS should accept applications from many Associations or Societies in Asian area.
5-2. ANNUAL MEMBERSHIP FEE
Dr. Kasai, the Secretary, proposed an amount of annual membership fee for each member. Although most of members agreed with the proposal, a few members could not decide agreement at the present by themselves. In addition, it was impossible to decide it under absence of a representative of China. As a result, all of members came to an agreement as follows; each member should contribute the amount in this proposal as a foundation donation and each member will correspond to the secretary general about a result of discussion in each association as soon as possible. An amount of annual membership fee in each member will be discussed further and decided at the first congress of AFLAS held at May 2004 in Japan.
6. ELECTION of COUNCIL and OFFICES
The council member: The representatives of each member association
The offices of AFLAS were elected as follows:
President: Dr. S. Sugano
Vice-Presidents: Dr.Yong-Soon Lee (Korea) and a representative from China
Secretary General: Dr. N. Kasai
Auditor: Dr. C.-E. Tsai
Dr. Yong-Soon Lee was recommended as a Vice-President by the representative of Korea. He is a professor of the College of Veterinary Medicine, Seoul National University and the Commissioner of Korea Food and Drug Administration.
Other Vice-Presidents will be decided by May 2004 at the first congress of AFLAS held in Japan on recommendation from China.
7. BUDGET for 2004 FISCAL YEAR
The members agreed that the budget for 2004 fiscal year will be prepared by Dr.Kasai, the secretary general by the end of December of this year after the amount of foundation donation fee was decided in each member.
8. The CONGRESS and the MEETING of AFLAS
The members confirmed that the First Congress of AFLAS would be held in Nagasaki, Japan at May 22, 2004, and that the Second Congress of AFLAS in 2006 would be prepared by Korea as the next organizer.
The members also confirmed the next general meeting of AFLAS would be held in Nagasaki, Japan at May 21, 2004.
